The Ministry of the Interior in Schleswig-Holstein is headquartered in Kiel, Germany. It oversees state security and public administration for the region, with a staff of approximately 500. Within this ministry is the Office for the Protection of the Constitution. This domestic intelligence agency performs extensive fieldwork and therefore relies heavily on a shared fleet of vehicles. There are over 140 specialized intelligence officers who use fleet vehicles for their work.
If an officer returns a vehicle low on fuel or parks it in an undocumented location, the next officer is, at best, inconvenienced and, at worst, delayed so long that investigations are compromised. To modernize fleet logistics and ensure continuous readiness, the Ministry partnered with ecos systems to automate its vehicle key management and fleet tracking.

The challenge:
Maintaining real-time visibility over a shared field fleet
Intelligence operations require precision. Vague administrative processes introduce unnecessary risk. In the past, government agencies often relied on paper or spreadsheet sign-out forms or simply physical key drop-boxes to manage handoffs for their shared vehicles.
These approaches may appear low-cost on the surface, but they create blind spots for fleet administrators. If vehicles are critical to operations, those intangible costs quickly stack up.
A manual system cannot instantly answer the critical questions you need to run an efficient operation, such as:
- Is a specific vehicle available right now?
- Does it have enough fuel for an immediate deployment?
- Who signed it out last, and were there any reported issues?
- Where exactly is it parked?
For the Ministry, answering these questions was essential, which meant they needed to find more robust fleet management solutions. They needed an automated solution to streamline vehicle handoffs between field officers while still providing the valuable intelligence they wanted on their own vehicles.
Our solution:
Networked storage drawers with integrated user feedback
To bridge these operational and visibility gaps, ecos systems implemented a smart, centralized fleet key management system for the Ministry. The installed system features 20 networked ecos M/4 drawers specifically designed to secure the agency’s vehicle keys.
The standout capability in this deployment is the integrated data collection within the ecos system. When an officer returns a key, the access control terminal prompts them to input data about the vehicle's current condition before the transaction is finalized.
The automated system requires officers to report on three specific metrics:
- Fuel level
- Cleanliness
- Parking location
Administrators can monitor for any issues, and the system uses this data to select the next best available vehicle for the next driver.
The result:
Total fleet visibility and streamlined shift transitions
By implementing the ecos M/4 drawers, the Ministry of the Interior transformed a reactive tracking process into a proactive data-gathering program directly within their fleet management tool. Fleet managers have access to a real-time, digital dashboard that monitors the exact status and location of every vehicle in the agency’s pool.
This feedback loop ensures that vehicles are always ready for the next assignment. Officers no longer face the frustration of locating a vehicle only to find its tank empty. The streamlined sign-out process reduced operational friction, allowing the intelligence staff to focus entirely on their mission rather than administrative logistics.
